Services authorized through the Workforce Innovation and Opportunity Act (WIOA) are regularly procured and contracted for on a schedule in line with Federal regulations and Worksystems policy. The current WIOA service providers are outlined below.

One Stop Operator

Effective through June 30, 2025

Oregon Manufacturing Extension Partnership (OMEP) provides One Stop Operator services for the Portland Metro local area in line with the requirements of the WIOA.  As the One Stop Operator, OMEP is a subrecipient of Federal funds and required to follow Uniform Guidance.

Worksystems selected OMEP through a full and competitive open procurement, conducted in May 2021.  The Request for Proposals was released on May 16, 2023, and outlined the requirements and outcome expectations for the engagement. OMEP’s proposal was reviewed against the requirements and OMEP was determined to be qualified to serve as the One Stop Operator.

Workforce development services in the Portland Metro local area are funded through a variety of Federal, State and local grants, including WIOA which is the governing regulation.  The role of the Operator is to facilitate an objective and team-based approach within each WorkSource Portland Metro Center and across the local workforce system that leads to seamless services for customers.

Operator roles and responsibilities include:

  • Coordinate Local Leadership Teams for each WorkSource Center.
  • Manage reopening planning for WorkSource Centers.
  • Coordinate and manage development of business processes for service delivery through the WorkSource Centers to ensure a consistent customer experience across Centers.
  • Provide operational and process support for implementation of new WorkSource Oregon Standards.
  • Facilitate continuous improvement efforts through data collection, analysis, and process improvements.

Adult and Dislocated Worker Service Providers

Effective through June 30, 2024

WIOA funding is awarded through Worksystems to develop and support a workforce system that provides career and training services to eligible adults and dislocated workers.

The delivery of WIOA adult and dislocated worker services is provided through two service delivery elements:

  • Service provision contractors selected to provide services through the five WorkSource Centers (one-stop centers) located in the Portland Metro local area.
  • A team of community-based organizations that provide career services in the community through the Economic Opportunity Program, which is co-funded with local resources and WIOA Title I funds.

Both the Economic Opportunity Program and WorkSource Center services have been procured through a negotiated procurement.  Both have also been awarded subgrants in line with Federal criteria. 

There are five WorkSource Centers in the Portland Metro local area. Worksystems selected the following organizations through a full and competitive open procurement, conducted in April 2018. For Program Year 2023, the same organization were awarded vis a Subrecipient Award process:

Youth Service Providers

Effective through June 30, 2026

WIOA funding is awarded through Worksystems to develop and support a system of youth service providers – the NextGen program in the Portland Metro local area – to assist and prepare young people in completing their education and preparing for the workforce.

Worksystems selected youth service providers through a full and competitive open procurement, conducted in April 2022.  The Request for Proposals was released on April 4, 2022, and outlined the requirements and outcome expectations for the engagement.
