New State Prosperity Bill to Continue Workforce Programs

With more than 9,285 Oregonians served through Prosperity 10,000 (P10K), the program is delivering extraordinary results for families, communities, businesses, and the statewide economy. But the clock is ticking: funding expires June 30, 2026. Renewed investment is essential to protect this proven infrastructure and keep Oregon economically competitive.

Proven return on investment:
Despite receiving significantly less funding than originally requested, the initiative is on track to meet — and likely exceed — its landmark goal of serving 10,000 Oregonians. The original $35 million P10K investment from the state in 2022 has generated an estimated $219 million in economic benefits, including $23 million in new tax revenue and $195 million in reduced social service costs.

Providing a living wage:
P10K is reaching people who are often left behind by traditional workforce systems: women, people of color, veterans, rural residents, individuals with disabilities, and thousands of Oregonians navigating barriers such as housing insecurity or involvement with the justice system. Participants are not only accessing training and critical supports — they’re securing jobs that pay an average of $22.68 per hour, with the majority working full‑time and earning wages that exceed Oregon’s Self‑Sufficiency Standard.

Powering a local approach:
Prosperity 10,000’s flexibility is part of its strength. Local workforce boards like Worksystems are tailoring solutions to meet real community needs. In the City of Portland, Multnomah and Washington Counties, more than 2,400 people have been served. 95% completed the program, and 77% obtained employment, earning an average wage of nearly $23 per hour. The majority of training and employment is happening in the Healthcare and Social Assistance sector, aligning with regional needs.

What’s next?:
A new bill (LC 130) will be introduced during the Oregon Legislature’s short session to keep these critical programs alive. LC 130 expands the goals of P10K, strengthening the state’s workforce system by continuing access to career coaching, skills training, wraparound supports, and paid work experiences. The bill emphasizes equitable access and sets clear benchmarks for completion and employment outcomes. It also introduces new standards that ensure fair wages and strong training plans for participants.
