Some workers with variable hours adapt to their employers’ changing needs, while others face additional challenges like child care, medical issues, family caregiving, or other part-time jobs. Many are not yet ready for full-time work but can manage a few hours here and there as they transition into the workforce. We must support both the regional economy and employers of flexible labor. Public investments in worker preparation and support can be used to create a more inclusive and progressive labor market. Skills gaps need to be identified and addressed to meet evolving workforce demands. Patterns in the availability of extra work can reveal how individuals seek to increase their hours, income, and skills.
